Challenges Persist for Aid Distribution in Gaza's Urban Center In Spite Of Ceasefire

While the border entry point with Egypt starts functioning soon, aid groups encounter significant obstacles providing supplies to the northern region, the region most severely affected by hunger, analysts state.

Access Problems

Major routes are almost impassable due to extensive devastation across the war-torn region โ€“ or remain occupied by military units. Any truck that stops working is likely to be immediately stripped.

The main entry point, the primary access route to the north, destroyed during two years of war, has been shut down for many days, and authorities have informed NGOs in Gaza that there are no current intentions to reopen the crossing, according to relief personnel.

Devastation in Northern Territories

Gaza City was the target of a significant armed campaign initiated in August that was ongoing when the temporary truce was signed last week.

Damage in the northern area has been widespread, with entire towns including Beit Lahiya and Beit Hanoun in devastated as well as many of the outlying areas of Gaza City.

"Any opening of a crossing into Gaza is positive, but we need to ensure we can help civilians where they are," stated an experienced official from an international NGO.

Relief Conditions

Witnesses said many of the roughly 300,000 people who have gone back to the north from the densely populated southern area where they had been staying during the military operations were now "living" among the destruction of their homes, often without any protection and with scarce nutrition or hydration.

An official from an international organization said the damage in Gaza City was "shocking".

"It is neighborhood after neighborhood, home after home ... there is massive desperation for clean water. Conditions are severe. We need each access route functioning," the spokesperson, who was in the urban center recently, said.

Limited Access

An organization head working from the northern city said the needs in what used to be the territory's thriving business and community focal point were "enormous".

"There is this optimism and faith but there needs to be immediate enhancement on the access routes. We haven't seen major improvement on the ground yet," the representative commented.

"We continue to receive a very limited amount of support [and] we are only starting to understand the degree of damage. So many streets are overwhelmed by ruins ... there is scarcely a building that is safe. We see destruction and live explosives everywhere."

Ongoing Changes

On Saturday, aid agencies said modest volumes of essential fuel came into Gaza for the first time in seven months, along with consignments of grain products, grains and fresh vegetables. The new supplies sent prices in markets decreasing.

At a mid-region location, a community member said there had been noticeable change since the peace agreement.

"Stores are containing food, fresh goods, and fruits, although the rates are remaining elevated and not attainable for all people," the person said.

Colder Months Preparations

"The primary requirements now, especially with the arrival of the cold season, are to have a shelter to shelter us from the low temperatures and cold-weather clothing because the shops do not have enough clothes for us or, if they can be found, they are very few and prohibitively costly."

Nine UN-supported bakeries in various locations have begun working again since the peace agreement.

Assistance Transport

Transport were announced to have entered the humanitarian corridor from Israel to Gaza during Wednesday, though specific quantities were uncertain.

Israel's news organization announced that Wednesday's assistance transports would include edible goods, medical supplies, energy sources, fuel for cooking and equipment to restore vital infrastructure.

"Assistance resources continues to enter the conflict region through the border access point and additional routes after security checks," an military representative said.

Distribution Challenges

But tracking the volume of transports could be misleading, warned a professional from a humanitarian organization. "We must determine the contents of the trucks and their loading status for it to be a truly significant measurement," the official added.

Private companies are dispatching groups of vehicles containing confectionery, carbonated beverages and light food, which have minimal health benefits, while emergency treatments for minors or others who have gone without adequate food for two years are unavailable.

Healthcare Situation

In Gaza City, only seven medical centers are working, compared with many in July.

Many agencies have millions of dollars of humanitarian goods stockpiled near the territory waiting to go in. A UN agency assisting Palestinians across the area for many years has extended provisions of nutrition for all residents in place to be distributed.

"We maintain the materials, the instruments and the expertise ... we simply must have the entry," said a humanitarian staff member, recently returned from Gaza.

Political Considerations

An international initiative details that "complete" aid should enter Gaza and be provided through international organizations and relief organizations, without interference from either combatant organizations or government forces.

This likely prohibits the debated Israel-backed humanitarian organization which began operations in May, leading to uncontrolled circumstances and numerous casualties as large groups of people assembled around its aid locations.
